after her retirement. Dr. Shambeck also worked
with the Coordinator for Gifted/Talented Programs
to develop and implement the CIMA (Creative
Instruction to Maximize Achievement) Program
which provided teacher training to enhance the
success of G/T learners.

Velma Ruth holds Bachelors, Masters, and Doctoral
degrees from Texas Tech University (in areas
of general education, curriculum, instruction,
and administration). In addition, she holds all-
level Texas certifications as a Teacher, School
Administrator, Supervisor, and Superintendent. She

1983, she was named by her colleagues as the
Texas Elementary Principal and Supervisors
Association “TEPSAN of the Year” at the local,
regional, and state levels. She was a candidate
for the national title that year. Dr. Shambeck
was known and respected in areas well beyond
Lubbock County.

While Assistant Superintendent for Elementary
Schools, Dr. Shambeck created the GOALS
Program (GO for Academic Learning Success)
so that parents would have an opportunity to sit
in a one-on-one conversation with each child’s
