        Velma Ruth’s dedication to the field of
        education and her expertise in curriculum and
        instruction became known beyond LISD. In
        1983, she was named by her colleagues as the
        Texas Elementary Principal and Supervisors
        Association “TEPSAN of the Year” at the local,
        regional, and state levels. She was a candidate
        for the national title that year. Dr. Shambeck
        was known and respected in areas well beyond
        Lubbock County.

        While Assistant Superintendent for Elementary
        Schools, Dr. Shambeck created the GOALS
        Program (GO for Academic Learning Success)
        so that parents would have an opportunity to sit
        in a one-on-one conversation with each child’s
